To ensure that a vibrant market for renewable energy continues in the absence of broader federal energy policy, REMA monitors state and regional activities and legislation related to the purchase and sale of renewable energy and RECs.

REMA advocates for meaningful purchases of renewable energy within state and regional compliance programs, including, but not limited to: provisions preventing double counting of environmental attributes, recognition of voluntary purchases within Renewable Portfolio Standards (RPS), and retention of property rights for REC owners.
